How to evaluate period underwear suppliers for Decree 2026-288

How to futureproof your period underwear for EU regulations
“I have had the genuine privilege of walking partners through more reusable absorbent hygiene launches than I can easily count, and every day between supplier selection and stock-on-shelf is precious. The new French menstrual equity and waste reduction scheme has an even tighter timeframe than most – with less than six months between Decree 2026-288 announcing the scheme in April 2026 and the launch in October, and only a few weeks between the final product specifications being announced in August and products needing to be on shelf. Here’s my recommended implementation playbook ahead of the 1 October 2026 launch.”

Key takeaways
The tight timeframe of the French reusable period products reimbursement scheme means you need a manufacturing partner who is willing to work with you to optimise your share of the €57 million potential annual market revenue unlocked by the scheme.
The release of the final product specifications in August 2026 leaves a very short production and delivery window of only weeks – right in the middle of the European summer break – before the scheme launches on 1 October 2026.
Successful launch of your new washable period underwear range in time for the October start date depends on parallel execution across product evaluation, ROI modelling and packaging design. A supplier who understands the scheme’s requirements around guaranteed absorbent performance, durability after repeated wash cycles and absence of toxic chemicals, and can fulfil them at scale within this timeline removes your single largest source of launch risk.
- Predicted demand is three million units per year
- Independent test reports must be document-ready, not pending
- Confitex Technology holds the full compliance schedule
An introduction
By the time a purchasing team or category manager reaches the implementation stage, the strategic decisions have largely been made. The market opportunity created by Decree 2026-288 is understood. The business case is signed off. The supplier shortlist has been filtered against compliance, performance, scale and economics. A preferred partner is identified. What remains is the most operationally demanding 90 days of the launch programme: parallel execution across LPP code registration, product evaluation, ROI modelling and packaging design – all on a tight timeframe so the period underwear arrives in French pharmacies in time for the initial purchasing and publicity rush that will accompany the scheme’s 1 October 2026 launch date.
This article sets out the implementation playbook, what needs to happen when, and how Confitex Technology is structured to absorb implementation risk on behalf of pharmacy networks, distributors and brands targeting this exciting opportunity.
Why is the implementation timeline for Decree 2026-288 so tight?
Decree 2026-288 did not mandate any specific regulatory certifications or product specifications, but set out a timeline by which the French Ministry of Health or Agency for Food, Environmental and Occupational Health & Safety (ANSES) would produce referencing criteria for each generic product description, covering seven areas: minimum technical specifications for product composition; minimum technical specifications for product performance (including absorption quality and durability); requirements for manufacturing conditions; the minimum number of different sizes that must be offered; packaging requirements; national supply conditions; and national distribution requirements.
The opinion would also specify, for each generic product description, the proposed tariff and maximum retail selling price.
A ministerial arrêté published on 6 August 2026 finalised these product specifications and prices, leaving only an short window before compliant products need to be in-store in order to leverage the scheme’s 1 October launch date.
What are the key dates around the French menstrual equity scheme?
Here’s the timeline for implementation of Decree 2026-288:
- 26 December 2023 – The Social Security Financing Act for 2024 (LFSS 2024) is adopted, providing for reimbursement of reusable period products
- 17 April 2026 – Decree 2026-288 is signed, establishing the implementing framework
- 18 April 2026 – The decree is published in the Journal Officiel
- 23 April 2026 – The draft arrêté (avis de projet) is published, setting out proposed cahier des charges and tariffs, opening public consultation
- About 23 June 2026 – Deadline for ANSES to transmit its opinion to health and social security ministers (two months from publication of draft notice)
- 6 August 2026 – Publication of the final arrêté confirming product specifications and tariffs
- July-August 2026 – Applications for LPP reimbursement codes to be submitted via a digital portal, demonstrating compliance with the finalised cahier des charges for each product reference
- Late August 2026 – Definitive list of reimbursable products expected to be published on ameli.fr, with individual identification codes assigned to qualifying product models
- 1 October 2026 – Scheme goes live at the start of the academic year. Pharmacies begin dispensing and reimbursement commences
- 31 December 2028 – Longstop date by which the pharmacy-only distribution requirement must be reviewed or replaced by a broader distribution model (set by the decree as the outer limit for the transitional pharmacy exclusivity period)
Why parallel workstreams are non-negotiable for October launch
The instinct of most procurement teams is to run implementation sequentially: finalise the supplier contract, then begin product evaluation, then commission packaging, and so on. But sequential execution does not fit this tight timeline. Each workstream has its own critical path and they need to run in parallel from the day the preferred supplier is identified.
The consequences of a delayed timeline are many. The LPP code confirming eligibility for reimbursement could arrive too late to load into the pharmacy ordering system. Packaging might need to be rushed through final design without proper shelf-test feedback. The planogram could end up being signed off without final product validation from the quality team. Any one of these undermines the success of your launch. All three forfeit first-mover advantage.
What the implementation runway looks like
The government’s stated target for the scheme to be operational is la rentrée universitaire 2026 (the start of the university year), since clarified as 1 October 2026.
If a supplier is identified in August 2026, that leaves only two months to have stock on the pharmacy shelves for the October launch.
- Workflow 1 covers product evaluation by your quality and category teams, ROI modelling tailored to your network, and the initial design consultation that scopes styles, absorbency tiers and sizing curves.
- Workflow 2 includes LPP code lodgement, packaging finalisation, planogram approval and pharmacy network communication.
- Workflow 3 covers production, logistics, distribution into your wholesaler network and final pharmacy stock-up before the launch date.
Achieving the necessary milestones will require running these workflows in parallel throughout the two-month runway.
The schedule is tight but achievable with a supplier whose operating model is structured for it. It is not achievable with a supplier whose certifications are pending, whose production lines are still being configured for the SKU, or whose client-service model is built around fashion timelines rather than regulated hygiene timelines.
How Confitex Technology is structured for this timeline
Confitex Technology provides pharmacy and distribution partners with a proven model that delivers compliance, quality and performance at scale. We already hold the GOTS and OEKO-TEX Standard 100 Class II compliance the final arrêté demands, plus we also hold ISO 13485, CE Mark, OEKO-TEX STeP, GMP and BSCI certifications for additional quality assurance and peace of mind.
The superior absorbent and leakproof performance of our period underwear has already been verified by Intertek – with evidence in document form, not in application.
Our automated manufacturing processes mean that our EU and Asian facilities can deliver six-figure period underwear quantities without quality drift or lead-time slippage.
Our vertically integrated client service spans co-development, packaging design, pricing strategy and launch planning, and our flexible, responsive operating model means we can meet the autumn 2026 launch date.
The October deadline is real – we can help you meet it.
How to evaluate period underwear samples
Your product, quality and category teams need to physically assess the construction, absorbency, finish and fit of the suppliers’ period underwear samples against your brand standards. This is not a step that can be compressed or skipped. Ask potential suppliers for a product evaluation pack to give your teams the time they need to validate the product before decisions lock down.
As well as product samples, the evaluation pack should include a full certification dossier, independent third-party test reports from accredited laboratories (such as Intertek, SGS and Eurofins), and wash-durability evidence covering at least 50 wash cycles.
What are your product specification options?
Now that the final product specifications are known, you need a supplier who has the stock of raw materials and the large-scale automated manufacturing capacity to begin production as soon as you release a purchase order – and deliver ready for the October launch.
You need a supplier whose deep understanding of the period underwear market and experience of supplying products to the EU market means they can help you draw up an indicative forecast matrix – and ensure you’re ready for resupply straight away.
Confitex Technology is that supplier. We have the scale, flexibility and expertise to help you unlock your company’s share of the scheme’s €57 million potential annual market revenue.
We can also replicate your existing product range in parallel with your current supplier, to help you reach the quantities required to fully optimise the opportunity created by the reimbursement scheme rolling out across about 20,000 pharmacies throughout France.
Packaging, sizing and planogram design for the pharmacy channel
Packaging must be designed against the pharmacy shelf environment, not the supermarket shelf environment. That means tighter SKU footprints, regulatory-compliant claims substantiation, pharmacist-readable composition panels and packaging suitable for both the under-26 cohort and adult Complémentaire Santé Solidaire (CS2) beneficiaries.
Sizing curves need to reflect the eligible cohort, including teen and tween sizing for the youngest reimbursement-eligible buyers. The planogram needs to land in front of your pharmacy network’s category review meetings with enough lead time for sign-off and roll-out across hundreds of branded pharmacy locations before the end of September, ready for the 1 October launch.
With more than a decade’s immersion in the absorbent underwear industry, Confitex Technology has a deep understanding of the period underwear market. We can provide advice and assistance with sizing, packaging, messaging and whatever else you require to help ensure your period underwear range is a commercial success.
How LPP reimbursement code registration works
Each product requires an individual identification code lodged via the relevant Assurance Maladie digital application process. The application will require regulatory certifications as supporting evidence, plus independent performance test reports. Lodgement should happen no later than 60 days before launch. Without an LPP code, the product will not be reimbursed by Assurance Maladie and cannot be referenced in the pharmacy ordering system.
Confitex Technology is a specialist reusable absorbent hygiene manufacturer with all the required certifications and more, plus a track record of producing large volumes of high-performing period underwear for global clients. We have the expertise to help you navigate the complex and still somewhat ambiguous requirements of the French reimbursement scheme.
